PSE Home Energy Lifeline Program (HELP)

PSE provides qualified customers with bill-payment assistance beyond the Washington state LIHEAP program. You do not need to owe a balance on your PSE bill to apply.

PSE’s Home Energy Lifeline Program (HELP) provides assistance for residential customers to help pay electric or natural gas bills. If you qualify, you can get a credit to your account for up to $1,000. Begin your application online to receive the help you need. Then contact 425-388-3880 to complete the HELP application.

Utility bill discounts offered for Edmonds School District families with free/reduced meals benefits

Families who qualify for free and reduced meal benefits through the Edmonds School District can take advantage of a streamlined enrollment process for an Income Qualified Discount through Snohomish County PUD.

Instead of going through a traditional income verification process, the customers can complete an application and provide a copy of their free/reduced meals approval letter and they will qualify for a 25% (if on reduced meals) or 50% (if on free meals) discount on their PUD bills.

Snohomish County Energy Assistance Program

Opened October 2, 2023 for online applications.

The office is open Monday through Friday 9:00 am to 4:00 pm, excluding holidays. The phone line is open Monday through Thursday 9:00 am to 11:30 am and 1:00 pm to 3:30 pm.

The Energy Assistance Program provides a one-time per heating season assistance in paying the heat bill for eligible households. Benefits of the Energy Assistance Program include:

  • The program helps with all heat fuel types (oil, natural gas, wood, propane, and electric).
  • The program provides grants ranging from $200 to $1,500 (depending on income, household size, type of housing, and heat bill)
  • The program provides some heating system repairs for applicant owner.
  • Air Conditioners provided to recipients of a LIHEAP grant – based on availability.

There are three Energy Assistance Program components. They are:

  • The Low-Income Home Energy Assistance Program (LIHEAP) helps with all fuel types and has a maximum benefit of $1,500. Program guidelines for the new season are at 150% of the Federal Poverty Guidelines (FPG).
  • The Puget Sound Energy HELP program helps with PSE clients only and provides a maximum benefit of $1,000. Program guidelines for the new season are at 80% of AMI (Area Median Income)
  • The Cascade Natural Gas – Cascade Arrearage Relief & Energy Savings (CARES). 

The Water/Sewer Assistance Program is closed as of September 2, 2023.

Affordable Connectivity Program (ACP) (Posted 11/16/2022)

The Federal Communications Commission (FCC) runs a program, the Affordable Connectivity Program (ACP), that reduces the cost of getting online for people with limited income. Many internet providers offer fully covered internet plans – meaning you may even get high-speed internet for free.

If your household income is 200% or less than the Federal Poverty Guidelines or someone in your household participates in certain government assistance programs, you may be eligible for the benefits the ACP provides. Visit the ACP website to see if you qualify. Please do not contact Social Security with questions about the ACP.
